- I can't promote my character lvl 35...i already have recommendation letter 5/5 but still there's no quest on Agent of The Oder and when I try to Chaos, he's requiring recommendation Letter

I'm also having the same issue. The Lady keeps saying that I don't have all the goods. I'm really confused. Nobody else has a lvl 35 promo quest but her at that point.
